Good design should be the aim of all involved in the development process, but it is primarily the responsibility of designers and their clients.
Where proposals affect heritage assets such as conservation areas or listed buildings special care is needed. Development in conservation areas should either preserve or enhance the character of the area. Works to listed buildings should not be harmful to their special historic and architectural interest. Similary proposals affecting the setting of listed buildings or conservation areas should not harm the heritage asset. Owners and developers are advised to employ suitably experienced professionals in preparing applications.
The appearance of proposed development and its relationship to its surroundings are material considerations in determining planning applications.
We have produced Supplementary Planning Guidance documents entitled "Housing design and layout", and "Industrial & Office Design & Layout" to assist those preparing planning applications for proposed new development.
You can obtain further advice from the Commission for Architecture and the Built Environment (CABE) (external link). CABE is a body funded by the Department of Culture, Media and Sport and the Office of the Deputy Prime Minister.
