Community Governance Review 2017

South Derbyshire District Council recently undertook a Community Governance Review (CGR) to determine the governance arrangements for Barrow upon Trent, Twyford & Stenson and Stenson Fields.

The Council published the Terms of Reference on 4 July 2016 and undertook an initial Stage 1 consultation, which ran until 4 September 2016. The Terms of Reference document and the responses to the initial consultation are attached to this page.

As part of Stage 2 of the process, Council considered the Draft Proposals at its Meeting on 3 November 2016 and published those Proposals on 7 November 2016. A consultation period relating to the Draft Proposals ran until 15 January 2017. The Draft Proposals are also attached to this page.

On 1 March 2017 Council had a number of options to consider, namely:

Option 1 - To take no action.

Option 2 - To determine the Final Proposals, as detailed below:

  1. agree the boundaries of the parish council areas
  2. determine whether an unparished area should be constituted as a parish and have a parish council (or other body) created
  3. determine the name and style of any newly constituted parish
  4. determine whether the number of parish councillors on an existing parish council should be changed.
  5. determine whether or not, as a result of the Review, the area of any other existing neighbouring parish should be retained, merged, altered or abolished
  6. determine whether a parish council should be warded or whether existing parish wards should be altered to reflect changes in the local community.
  7. determine whether the name of a parish council should be changed
  8. determine whether existing parish councils should be grouped.

The Council resolved in favour of Option 2, in that the boundaries relating to the parishes of Barrow upon Trent and Stenson Fields and the unparished area of Twyford & Stenson be revised as requested, as also indicated on the attached map, marked in green and yellow.

With regard to all other proposals, as detailed at b) to h) above, Council resolved to take no action, as there was no or insufficient evidence to support such revisions or actions.

The South Derbyshire District Council (Reorganisation of Community Governance No.1) Order 2017 was made on 6 March 2017, the alterations to take effect from 1 April 2017. Copies of the Order and final map are attached to this page.
