How we buy goods and services

Procurement is generally the responsibility of the relevant manager.  However, we also have a Corporate Procurement Manager who will be investigating best practice and whether there should be a development of corporate arrangements.

All purchasing arrangements must comply with both EU and UK Procurement law, along with the Council's Standing Orders which govern its contracting activities, procedures for obtaining quotations/tenders and awarding contracts.

As a council we:

  • follow procedures that are ethical, accountable and compliant with legal obligations
  • look to achieve continual improvement in value for money, based on whole life costs and quality of goods and services
  • aim to improve competitiveness of suppliers and support the local economy

We recognise that 'Value for Money' does not mean 'Lowest price'. Therefore, purchasing decisions take into account other factors such as economic, environmental and social-impacts of goods and services both in the short term and long term.

We also realise that there is a move towards E-Procurement and that we will need to work with suppliers to develop this initiative.
