Our procurement policy

'Procurement' is the process of acquiring goods, works and services, covering both acquisitions from third parties and from in-house providers.

The process spans the whole cycle from identification of needs, through to the end of a services contract or the end of the useful life of an asset.  It involves options appraisal and the critical 'make or buy' decision, which may result in the provision of services in the following ways:

  • In-house
  • Outsourced
  • Partnering

The Department for Communities and Local Government has produced a National Procurement Strategy for Local Government, which details the work all councils are currently undertaking in this field.

Procurement activity is also important within the Local Government Efficiency Agenda, the aim of which is to release resources to frontline services.  The East Midlands Improvement & Efficiency Partnership (EM IEP) is the body that is tasked with working with councils to support and co-ordinate efficiency and procurement activity.
