Other plans

In addition to the Emergency plan, listed below are other emergency plans that we have helped to prepare.

Hazardous Site Plans

We help to prepare and maintain emergency plans for hazardous sites in South Derbyshire. The plans are designed to deal with the an incident that could have an effect beyond the site. They will help to coordinate the response to any incident at the site by the emergency services, local authority and company. Provisions are included for warning the public, the possible effect on the environment and, where necessary, evacuation.

Events

Many special events happen across the district throughout the year. Those that attract large crowds, including concerts and country fairs, have a plan prepared by the district emergency planning officer in consultation with the emergency services and the event organisers.
The arrangements include:

  • control points
  • stewards
  • first aid
  • fire precautions
  • emergency announcements
  • signs
  • layout of site
  • access (in and out) for spectators and emergency services
  • the procedures to be followed if there is an incident at the event

Flood Contingency Plan

The aim of the plan is to set out arrangements and provide information for responding to a flood or potential flood incident affecting South Derbyshire.

In a flood emergency, we manage our own flood defences and monitor the actions of other agencies (Environment Agency etc), deal with enquiries from the public and provide resources (e.g. sandbags).

During the floods in recent years we:

  • Received calls for help from the public.
  • Directed resources to affected areas.
  • Provided information on affected areas to the public, County Council, Environment Agency, Police, Fire, Ambulance etc, and operated flood defence apparatus.
  • Arranged temporary accommodation through the County Council for people evacuated from their homes in Hatton and visited vulnerable people in their homes.
  • Called in assistance through the County Council from the army, highways maintenance, voluntary organisations etc.

Pipelines

Derbyshire County Council has a statutory duty to prepare plans to deal with a major accident on a pipeline carrying dangerous substances (as identified by the Health and Safety Executive). There is approximately 200 km of this type of pipeline in Derbyshire.

Tunnels

We have procedures for dealing with an emergency in a railway tunnel, which include evacuation and support of those involved.

Animal Disease Contingency Plan

The Animal Disease Contingency Plan outlines procedures to ensure a pre-planned coordinated response in the event of an outbreak of a notifiable exotic animal disease.

Information Technology

Resources Database

A Resources Database has been developed by Derbyshire to provide resources to support the emergency services which we don’t currently have available. Three hundred and fifty firms have agreed to be part of this database and to be available to provide resources 24 hours a day.

Geographic Information System

We have access to a Geographic Information System (GIS). This computerised system displays information against a mapped background, e.g. properties, infrastructure, resources or population statistics in a given area. This is particularly useful when responding to emergencies and is an important planning tool.
