Performance & Scrutiny Panel

As part of our commitment to creating opportunities for tenant involvement in our services and promoting greater opportunities for tenants to scrutinise what we do, we have set up a new panel called the ‘Performance & Scrutiny Panel’.

What is Scrutiny?

Scrutiny is an important role for residents and tenants, which helps to ensure they receive high quality services that are relevant to their needs and demonstrate value for money. Scrutiny adds an entirely new dimension to our decision making process by monitoring our performance and examining and questioning the decisions taken by us. It investigates the key issues affecting our service delivery and makes recommendations for improvements to current arrangements.

How Does Scrutiny Work?

The Scrutiny Panel maintains an overview of the service delivery and the decisions made. They examine the high level decisions made by the Senior Management Team, review our policies and actions and monitor all performance. The Panel may require any senior officer to explain matters within their remit and may initiate a review of our service based on requests by tenants.

What has happened so far?

The panel is currently made up of 10 tenants who volunteered to become members. The panel was launched in September 2010 and has met a number of times to agree on its Terms of Reference, other associated documentation and approach to training so that the panel members can be in the best position to scrutinise what we do.

We have committed to the panel being self sufficient, fully independent and operational by 1 April 2012. We want to take the time over the next year to train all members of the panel on all aspects of our service and support their activities. We agreed this was the best approach to getting the best out of the process in the longer term.

After all it would be difficult for a panel member to make recommendations or be critical of processes they don’t understand.

It is important for the panel to have a clear remit and clear guidance on what powers it has so that both panel members and staff are clear on the approach taken.
