South Derbyshire District Council has worked in partnership with other local authorities which form the Derby Sub-region Housing Market Area (Amber Valley Borough Council and Derby City Council) to commission a Strategic Housing Market Assessment both at a district and a sub-regional level. The assessments show that there is an estimated annual shortfall of nearly 400 affordable homes per year across the district.

Planning policy at national, regional and local levels imposes strict restraints on new housing development in rural areas. However, in exceptional circumstances, it is possible to relax such constraints by permitting the development of affordable housing within or on the edge of rural settlements. Whilst such sites are exceptional, they still need to respect normal planning considerations in terms of their design, access, impact on local character etc.
The council is currently working in partnership with Midland Rural Housing and its preferred rural housing development partners, East Midlands Housing Association and Nottingham Community Housing Association, to identify any local affordable housing need in those parishes in the district with a population of less than 3,000 residents.

These studies only give an indication of likely need for affordable housing. Before a decision is made to develop other factors such as the wider housing needs of the district, planned development sites and other research such as social housing waiting lists, etc. will be taken into consideration.
