Derby Housing Market Area Strategic Housing Land Availability Assessment (SHLAA) Review
The three local authorities of Amber Valley Borough Council, Derby City Council and South Derbyshire District Council along with Derbyshire County Council, published the Derby Housing Market Area Strategic Housing Land Availability Assessment (SHLAA) in May 2010.
A SHLAA is an assessment of land which is available or could become available for housing development. The document assesses the suitability, availability and viability of sites as well as assessing how many houses could be built on them and when they might be built. It also identifies constraints to development which may need to be overcome. All local authorities are required to produce SHLAAs and periodically update them.
The assessment covers the three local authority areas that make up the Derby Housing Market Area and was prepared in partnership with representatives from planning consultants, land and property agents and developers. The final report was endorsed by the Derby Housing Market Area Local Housing Partnership which itself is made up of a combination of local authority and private sector representatives.
The three local authorities are working to an aligned timetable for preparing their Local Development Frameworks and the SHLAA is an important part of the shared evidence base to support their spatial planning policy documents.
The 2011 refresh of the original SHLAA will involve the four authorities updating the information on the sites included. The housing land supplies will be reassessed to make sure that the evidence is up to date. The work will continue to be overseen by the Local Housing Partnership.
There will be no formal call for sites as part of the review because a major call for sites was carried out for the first SHLAA which identified a large number of sites. However, any new sites which have been promoted since the first assessment, and any which are subsequently promoted during the review will be included.
The site assessments and SHLAA report will be published and made available on Derbyshire County Council’s website in Spring 2011. This will include all sites currently in the 2010 SHLAA which have not yet been developed (unless the site submitter/owner has asked us to remove the site from the assessment).
